# AMERICAN_RENEWAL_PLAN_RELATIONSHIP.md

**Status:** Phase 1A reconciliation deliverable, formalizing and confirming the relationship already established in `modules/election-continuity/AMERICAN_RENEWAL_CROSS_REFERENCE_SPEC.md` and `registers/CROSS_PROJECT_REFERENCE_REGISTER.md`. This document adds one new finding from this milestone's work: **American Renewal Plan is not mentioned anywhere in any of the four pre-existing Civic Clarity America planning documents** (confirmed via full-text search of all four during this reconciliation) — meaning the owner's own master-planning work for Civic Clarity America never once raised or defined a relationship to American Renewal Plan. This is independent confirmation, from a completely different source, of the same separation this repository already assumed.

## Core rule

**American Renewal Plan is a separate reform and policy platform.** It is not a section, module, or sub-brand of Civic Clarity America, and no evidence found in any document reviewed by this repository — the four owner-authored Civic Clarity America planning documents, or this repository's own prior research — suggests otherwise.

## What Civic Clarity America is not, with respect to American Renewal Plan

**Civic Clarity America is not American Renewal Plan's propaganda or campaign website.** Civic Clarity America's nonpartisan evidentiary standard (identical evidence categories, identical editorial review, applied to every party and administration) applies in full to any content that happens to touch a topic American Renewal Plan also covers. Civic Clarity America does not adopt American Renewal Plan's conclusions, framing, or advocacy positions by virtue of sharing an owner.

## What Civic Clarity America may do

**Civic Clarity America may neutrally explain American Renewal Plan proposals alongside alternatives.** Where American Renewal Plan proposes a specific policy reform that falls within one of Civic Clarity America's own modules (e.g., an election-safeguard reform idea that would also fit `CONGRESSIONAL_SAFEGUARDS_LIBRARY.md`'s neutral debate-format schema), Civic Clarity America may present it — with the same "problem / existing law / proposed change / strongest argument on each side" neutral treatment given to every other proposal in that module, not special prominence or endorsement.

## Cross-project materials are research leads, not automatically verified facts

Any material considered from American Renewal Plan is a starting point for independent research, never a pre-verified source. Every specific claim, statistic, or factual assertion originating from American Renewal Plan material must be independently re-sourced and verified against a primary source before it can be used in any Civic Clarity America content — exactly the same bar applied to any other secondary source, per `editorial/SOURCE_REQUIREMENTS.md`.

## Books may be promoted through clearly labeled "Go Deeper" sections

If American Renewal Plan's work (or the owner's own related books) is relevant to a Civic Clarity America topic, it may be referenced in a clearly labeled "Go Deeper" or "Related Reading" section — the same treatment given to any third-party book or resource — never blended into the platform's own editorial voice or presented as if it were Civic Clarity America's independent conclusion.

## Editorial conclusions cannot be purchased or dictated by the related project

Civic Clarity America's evidence classifications, corrections, and editorial judgments are never adjusted, suppressed, or influenced by American Renewal Plan's positions, funding, or preferences — the same "no donor/partner may preview, approve, suppress, or rewrite coverage" principle the source planning documents establish for revenue relationships generally (see `MASTER_VISION_RECONCILIATION_MATRIX.md` row 20) applies equally here, even though no financial relationship between the two projects is documented.

## Current status — historical (see supersession note above for what changed)

- ~~No access has been granted to American Renewal Plan's repository or materials in this or any prior session.~~ **Superseded 2026-08-07 (D-037): access is now granted.** See `DECISIONS.md` D-037 and `OWNER_STATUS.md` item 3.
- **`registers/CROSS_PROJECT_REFERENCE_REGISTER.md` remains empty of actual reviewed entries** — access being granted is not the same as review having occurred; no material has actually been reviewed under the process below yet.
- **The process for reviewing American Renewal Plan material** remains exactly as specified in `modules/election-continuity/AMERICAN_RENEWAL_CROSS_REFERENCE_SPEC.md`: a designated reviewer who did not author the American Renewal Plan material, independent verification required for every point, and explicit exclusion of any content naming a specific individual as a wrongdoer without meeting this platform's own evidence bar. **This process is unchanged and still mandatory** — D-037 grants access to begin it, it does not exempt any material from it.
- **What has NOT changed:** Civic Clarity's editorial independence (see sections above, all reaffirmed by D-037), the requirement that every claim be independently re-sourced before use, and the prohibition on adopting American Renewal Plan's conclusions or framing by virtue of shared ownership.
